How can I make a sterling silver or gold pendant?

Can I make it myself somehow or is there a place I can go to get it made?

Any custom jeweler can make that for you, just check your yellow pages. The pattern you've provided is pretty flat, and I can see a couple of ways to do it if you want to give it a try.
1) You could copy the design over and cut it out of sheet metal. Not my first pick, it'd be pretty flat.
2) You could make large rings from wire and solder them together. The problem with this is to get your pattern, the rings would have to over lap and you'd have an uneven surface. It would be some tricky soldering, but not too bad if you use shims. If you want a bit more dimension and don't mind the overlap being obvious, this is what I would do.
3) Alternatively, you could cut the rings and lay out pieces to create the form out of wire. Instead of soldering the rings directly, you would cut out the pieces that overlap and solder them inside the other rings. This would be the trickiest, but provide the most professional appearance
If you do not have experience soldering, do not attempt the latter two ideas, or you run the risk of ruining your materials and damaging yourself. Please do not attempt to use glue as a substitute--using glue on silver is a waste of materials and will look extremely shoddy. If you can't solder, have it done.
